No, but this is a language from which humans can tap into inner-standing. By the way, to be more specific about the 4th dimension itself, 4D is where manifestation is quicker because time is more flexible (we're in the 4D now, so this is good stuff to know). But it is also where the veil becomes very thin (this is why "supernatural" things (including UFO/ET/NHI) are currently occurring. Does that sound like a weird dream? PERFECT! Because 4d is is ALSO the same dimension where dreams occur. You will begin to perceive less separation between reality and your dreams because you'll understand there so no time and if there is no time you'll understand you're looking at/experiencing THE SAME THING, only from different perspectives/angles.
Most humans are still learning through TRAUMA (in fairness it IS THE POINT of this frequency-dimension). Including plenty of light workers and starseeds.. (Imagine the regular humans). Most relationships are teaching us in some cases, nothing more than what we don’t want to be, and we failed to confirm that we don’t want to be it. That’s mostly all relationships, which we have to approach with as much clarity as possible coupled with patience (cuz you might have to do that relationship 10 times — lets you know not much clarity) AND DISCERNMENT.
